DENVER - On Wednesday, five Registered Neighborhood Organizations (RNOs) with leaders from across the city are holding a Community Town Hall to demand Mayor Mike Johnston turn Flock surveillance cameras off in Denver. After months of executive overreach, dishonesty, and lack of transparency about the Flock Safety contract from the Johnston administration, community members of many different backgrounds and beliefs are taking democracy into their own hands. Speakers from multiple RNOs will be presenting the clear and compelling case against Flock mass surveillance technology in Denver — from data sharing and constitutional rights concerns to the innumerable harms this technology has already caused to people in our communities. Ahead of an anticipated vote on another Flock contract renewal in the coming weeks, Mayor Johnston and Denver City Council Members have been invited to attend this public meeting.

Enormous pressure from community members led to Denver City Council unanimously voting down a proposed Flock contract extension in May. Immediately following this, Mayor Johnston endorsed the technology in interviews with local media, and vowed to continue its use in Denver despite the actions of the legislative branch. The mayor undemocratically pushed through a $498,500 contract extension for Flock in early August, just shy of the $500,000 contract review threshold for council action. Just one day after that quiet extension, the Johnston administration also pushed through a permit application for four new Flock cameras across the city to expand the surveillance network with no public notice. The mayor has continued to spread misinformation about various aspects of the technology.
Flock Safety is a private, multi-billion-dollar national corporation that is facing intense scrutiny and a wave of opposition nationwide. In August, a 9News investigation revealed that Flock Safety lied publicly about having contracts with federal immigration enforcement after it was revealed that U.S. Border Patrol was an active Flock user with access to over 82,000 cameras nationwide. Back in July, Denver audit logs provided evidence that Denver's Flock cameras have been accessed over 1,400 times for Immigration and Customs Enforcement (ICE). Just this month, reporting by 404Media exposed how Flock and a Texas Sheriff department tried to cover up a search done by a Texas deputy across 83,000 cameras nationwide to locate a woman who had an abortion.
Despite these stories shedding light on Flock’s dishonest and harmful practices, Mayor Johnston continues to fervently defend the technology at all costs. Denverites are making their position loud and clear, especially in the current political climate, this mass surveillance technology poses a serious threat to the democratic rights of every person in our city.
