The ACLU of Colorado called upon the Colorado Public Utilities Commission and Colorado Attorney General to investigate reports (first made public in a May 11, 2006 USA Today article) that telephone companies were voluntarily divulging private phone records to the National Security Agency without a warrant or other court process.

The ACLU of Colorado joined over 20 other states that requested an investigation or filed a complaint with their state agencies. In addition, the ACLU of Colorado went to a Colorado Public Utilities Commission public hearing and gave a statement upon delivering over 1,800 petitions calling for an immediate investigation into the warrantless surveillance program.
