State Shuts Down Solitary Confinement of Children at El Pueblo
The Colorado Department of Human Services (DHS) issued an investigation report last Friday citing numerous violations of child care regulations, including the use of solitary confinement on children, at El Pueblo Boys and Girls Ranch and ordering the facility to suspend operation of its so-called “reflection cottages.”

Statement of ACLU of Colorado Legal Director Mark Silverstein on the Pueblo City Schools (D60) board’s recent 4-1 vote to add conditions to their contract with El Pueblo Boys and Girls Ranch that ensure that students are not placed in solitary confinement in the facility’s reflection cottages.

Since the ACLU of Colorado publicly demanded that the Department of Human Services (DHS) put an end to solitary confinement of children at El Pueblo Boys and Girls Ranch, several children have come forward to tell us about their experiences in so-called “reflection cottages” at El Pueblo.
